The Steam description explicitly says players can befriend the strange townspeople.

Romance

The official How to Play overview includes romance within its Community section.

Marriage

The Steam page says players can even get married, and the official overview names marriage as a supported relationship outcome.

These sources establish that the systems exist. They do not, by themselves, identify every eligible resident or the exact conditions connecting one stage to the next.

Gifts have preferences and a discovery loop.

The current Characters wiki organizes resident gifts into Neutral, Likes, Loves, and Hates. A launch-preview tips video separately reports that the game records tested preferences in the Social tab and limits gifts to two per character per week.
