The September 15 Items revision associates several Catacombs fish with a Quality Fishing Rod and Firefly bait. It also names a Catacombs vendor as an item source.
These facts suggest the area supports its own gathering and shop loop, but they do not prove the story requirement for access. A gear requirement for a catch is not automatically an entrance requirement.
